Supplemental Rules




All AMA/ATVA rules set forth in the currentAMA rulebook for Amateur, Semi-Pro, Youth and ATV events apply with the following additions:


MEMBERSHIP



A Virginia resident must be a member of the AMA/ATVA and District 13 to participate in any AMA/ATVA sanctioned event. Anyone residing outside of the state of Virginia must be a member of the AMA/ATVA and their recognized district organization to participate in any AMA/ATVA sanctioned event. Riders residing outside of the state of Virginia wishing to compete for District 13 Year End Championship Awards must be a member of District 13.


2008 District 13 MX dues will be $25 per calender year for riders and $15 per year for associate membership. 2008 memberships will expire on December 31, 2008.



CLASSIFICATION



Youth classes are based on the rider’s age and size of his/her motorcycle or ATV. A rider’s age on January 1, 2008 will determine his/her age for the year. However, a youth rider may move to the next higher age class if he/she will be eligible to do so at any time during the year. Once a rider moves to a higher age group, he/she cannot move back. Any points earned in a lower age group will not transfer to the higher age group. Youth ages are 4-16 years of age. This rule does not apply to Youth ATV Classes. Youth ATV riders must be of minimum age on the day of the event.


Amateur classes will be divided into four divisions - A, B, C, D with the division separated into three classes, 125cc, MX Lites and Motocross. D class is intended as an introductory class to the sport of motocross, therefore, it is not recognized as a District 13 Championship class and is not eligible for end of year awards. Amateur riders must be a minimum of 12 years old and must be at least 14 years old to ride 250/Open motorcycles.


Age classes consist of riders 14 to 24, 25 and older, 30 and older, 35 and older, 40 and older and 45 and older. Class qualification is determined by age on the date of the event.


Amateur ATV classes will be divided into six divisions - Open A, Open B, Open C, Vet 30+, Senior 40+ and Women’s ATV. Amateur ATV racers must be a minimum of 16 years old.


D classes are not eligible for end of year awards.

GENERAL RULES


ALL RIDERS UNDER 18 YEARS OF AGE MUST BE ACCOMPANIED BY PARENTS OR LEGAL GUARDIAN OR AN AUTHORIZED ADULT WITH WRITTEN, NOTARIZED PERMISSION OF PARENTS OR LEGAL GUARDIAN AND MUST BE PRESENT AT ALL TIMES.


Youth riders will be allowed to sign-up for no more than three classes per day. Amateur riders will be allowed to sign-up for no more than three classes per day.


No one is allowed to be on the track during a race with the exception of the designated mechanic’s area. However, District 13 may allow, at the referee’s discretion, ONE parent in the INFIELD during the 50cc races only.


The numbers 1-10 are reserved for the rider who earned that number in his /her respective class. New riders are encouraged to select a number above 70 or use the last three digits of your AMA/ATVA card. Riders may choose any number they like, understanding that popular numbers may require one or more riders to modify their number on race day. When duplicate numbers are registered, the computer will select the rider who shall modify his/her number for that event. To ensure correct scoring, the selected rider MUST modify or change his/her number as directed by the referee of the event or risk not being scored. District 13 would recommend that if you have a duplicate number more than three times during any season, you should select another number.


District 13 will issue 2 generic passes to each Promoter, MX Committee member and Congress Delegate to allow free gate entry at all District 13 points paying events.


Pit Transportation - Not all tracks will allow the use of pit transportation. At the tracks that do allow pit transportation, you must have in your possession a valid state driver’s license. Failure to comply may result in you or your riders’s disqualification.


A rider is responsible for the actions of his/her family members and/or pit crew at all times while on track premisies.


Riders must practice with the class in which they signed up for. Any rider practicing in the wrong practice will be subject

to disqualification. In the event a rider has missed his/her practice, then he/she should ask the referee to be placed in an alternate practice session.

Rider’s meetings are mandatory and all entrants or a representative should be present. Anyone not attending a mandatory rider’s meeting will risk disqualification. A random roll call during the rider’s meeting could be called and a rider could be penalized at the referee’s discretion if he/she is absent or not represented.


Safety equipment required. The minimum safety equipment required is a Dot/Snell approved helmet, boots that extend past the ankle, gloves, goggles or face shield, long sleeves and long pants. D-13 recommends the use of a chest protector and a neck brace such as the Leatt brace.


POINTS


CHAMPIONSHIP POINTS

Championship points will be tracked by the rider’s name, AMA/ATVA number and the District 13 Member number. Unless designated as NON-POINTS, all scheduled races are points races. Points will be awarded based on a rider’s overall finish. The 2008 D-13 Championship schedule will consist of the following number of points races at these tracks: Action Town - 4, Birch Creek - 5, Budd's Creek - 2, ECMX - 6, Lake Sugar Tree - 4, NCMP - 1, Rolling Hills - 2, South Fork - 6, and Virginia Motorsports Park - 6. There will be a total of 6 throw away races. A rider has the opportunity to score points from 30 races during the 2008 season. A rider must compete in at least 15 points races and finish in the top ten in his/her class to qualify for end of year awards. If an event is cancelled, it is treated as a “non event”. Specifically, it may not be used in any manner to determine a rider’s final points standings. Tie breakers will be determined by the number of first place overall finishes followed by the number of seconds, thirds and so on until the tie is broken. All overall finishes will be used to calculate the number of first place finishes and so on for tie breakers.


ADVANCEMENT POINTS

Riders will be advanced using the advancement system recommended by the AMA/ATVA. Riders will receive advancement points for participation in all motocross events. No rider will be advanced during the year unless he/she requests to do so with exception of D class. D class riders may be advanced at any time during the year at the discretion of the track promoters and/or the event referee. A rider may not move back a class level without following the proper process as outlined in the AMA/ATVA rule book. Riders who participate in a higher level classification at any AMA/ATVA or non AMA/ATVA sanctioned event will be considered as advanced to that classification. Using the table below, a rider will earn Advancement points based upon rider participation. A Rider Performance Value (RPV) will be earned in each class an individual rider enters. A rider will not be considered for advancement if he/she has not earned advancement points in at least 6 races. The total number of points divided by the number of races in which advancement points were earned equals the RPV.

All D riders carrying an RPV of 10 or higher at the end of the season will be advanced to the C class.

All C riders carrying an RPV of 11.5 or higher at the end of the season will be advanced to the B class.

All B riders carrying an RPV of 15 or higher at the end of the season will be advanced to the A class.

All Senior Mini, Super Mini and/or Schoolboy riders carrying an RPV of 11.5 or higher will advance directly to B class.

D riders will advance to C class once they have earned 100 advancement points.

No rider is to be classified as a C rider if that rider had a RPV of 11.5 or higher the previous year in the C class or a 12-16 youth division.

No rider is to be classified as a C rider if that rider has ever been classified as an A or Expert rider.

No rider is to be classified as a C rider if that rider has qualified for the AMA Amateur Nationals in any previous year in any class.

No rider is to be classified as a C rider if that rider is receiving or has ever received any type or OEM factory support in any class.

If a rider does not have enough points paying finishes to calculate their RPV points or does not meet any of the above criteria, they may not participate in the C class if they have raced the C, Beginner or any Youth class above 12 years old prior to June 1, 2006.

 

 

DISTRICT 13 POINTS RACE PROGRAM

 

SATURDAY EVENTS

 

All District 13 points races will feature organized/controlled practice on Saturday from 8:00 am until 1:00 pm with ATV racing to follow. Sign-up opens at 7:00 am. All ATV classes race on Saturday afternoon with sign-up at 12:00 pm, practice will follow the conclusion of Open Practice (approximately 1:00 pm). A mandatory rider's meeting will follow practice. RACING could start as early as 1:00pm. In the event of bad weather and the event is cancelled, it will be treated as a non-event. The event will not be rescheduled for the following day. Unforseen circumstances may alter published times.

 

A pit mini cycle race, 50-110cc 4 stroke automatics, 12 years of age and up, will be held between the first and second ATV motos. This will be a one moto format. This class is not eligible for end of year awards. One trophy is guaranteed and the race fees will be set by each individual promoter. You must be an AMA/ATVA member to participate. All race gear must be worn during these events. Pit mini cycle racing will be offered at promoters discretion.

 

SUNDAY EVENTS

 

Sunday events will be designated for motorcycles only. Sign-up will open at 6:30 am. Practice will begin at 7:30 am. A mandatory rider’s meeting and racing will follow practice. Practice and start times may vary dependent upon county ordinances. Unforseen circumstances may alter published times.

 

Note: Loretta Lynn’s Qualifiers, AMA Pro-AM Motocross Series and other “select events”, as agreed upon by the promoter and the Motocross Committee, may be exempt from Saturday ATV events.

 

 

VIRGINIA STATE CHAMPIONSHIP

 

In accordance with the AMA’s definition of a State Championship race, District 13 has established the following schedule for the Virginia State Championship: 2008 - Birch Creek, 2009 - South Fork Competition Park, 2010 - Virginia Motor Sports Park, 2011 - Action Town, 2012 - Lake Sugar Tree, 2013 - Pro Sport. This order will repeat beginning in 2014. However, in the event a new track is added to District 13, the first opportunity to revisit the rotation will be during the Fall District 13 MX Committee meeting. A new track can be added pending the approval of the MX Committee.

 

MX COMMITTEE ELECTION PROCEDURE

 

1. Elections shall take place every other year during the month of September. Elected officers will serve a two year term.

 

2. Any AMA District 13 member may present nominations in writing. The Board of Directors to determine eligibility will review the nominations. Eligibility shall be based on the willingness of the individual to serve and of the verification that they will abide by the Bylaws of the Corporation, it’s Supplemental Rules and the District 13 Policy Manual. Nominations must be in the hands of the President by the second Sunday in August.

 

3. Elections will be by printed ballots and will be available to those members of record as of September 1 of the current election year. Ballots will be numbered and a system must be in place to assure that no one receives more than one ballot.

4. Ballots shall be deposited into a locked Ballot Box (ballot box to be furnished for the purpose by the Board). The Senior Congress Delegate will be responsible to maintain control of ballot box and to have it available at each race during the month of September. The key to the ballot box shall remain in the possession of the District 13 President. The ballots will be counted in public at the first race in October and results of the election shall be announced.

 

5. New committee members shall assume office January 1 of the year following election or appointment but will be required to attend all scheduled meetings during the fourth quarter to become familiar with the process prior to assuming their committee positions.

 

 

Office Terms are 2007-2008, 2009-2010, etc. Elections will be held during the 2008 Season.
